Did I buy a used gun from a bogus dealer?

Anyone know about the appearance of NEW IN BOX savage rifles? I have two. The one from Bi-Mart is black inside the barrel around the rifling. The one I recently got, and haven't shot yet, has some of that black sort of "rubbed off" in appearance. I cleaned it, and one of the wipes came out with just a tad bit of blue. Can this happen on a brand new gun? I didn't even use solvent. Just oiled it.

Was I ripped off, paying new price for a used gun from this gun broker?

Cant say about Savage,as Ive never bought one, but I know most new Rems that Ive bought are test fired.
