Burris Rings won't go on base??

Please help. I just got some Burris Signature ZEE rings and I can't see how they can go on my base. They don't open wide enough to go over the edge of the base.
Are they supposed to spread apart where the notch is cut out?

I have never owned these before.

I have tried a couple different style bases.

New rings? The only time I've had problems was used rings that had been on weaver bases and squished. Put a screwdriver in the slot on the side and GENTLY opened them up a bit and they fit right on.
 
Yes they are new. Will they the pictaney(sp) bases?

I am worried that if I open them too much I won't be able to send them back.
I really want to use these to help me get additional elevation.

I bought two sets of 20 +- inserts, how do these go in to gain elevation?

Never mind, I got them on, but I still need to know the correct sequence to gain the most elevation out the inserts.

You suposed to take the cross bolt out of the base and slide them on to the rail fron the ends. Then when you have them centered over a cross slot in the proper position for scope, slide the cross bolt thru and tighten.
 
to get the most elevation you would need to put the -20 in the front ring bottom half, with the +20 on top.

You can do just the opposite to gain more elevation with the back ring.
