Advice importing trophies

Last year I hunted ibex overseas, and have been trying to get my trophy back for almost a year. It was recently sent back because USFWS rejected the CITES issued in the country of origin as being incorrect. (No reasonable person would have concluded it was incorrect.) This has frustrated the outfitter, my agent, the customs import broker and me, and cost me a great deal more money. Of course, they may find another absurd reason to cancel it next time. Before it is sent back, does anyone know if there are more reasonable USFWS staff in certain locations than others? Should it be sent to a different port of entry? It originally came into O'Hare. Thanks for any insights.
