Action screws Kimber

I have Kimber hunter, 6.5 creedmoor. I can only get Four to five inch groups three rounds, none together. I noticed gun is crooked off center in the stock.My question is when you take the action out I noticed the lug doesn't bottom out, I believe it shouldn't when I put the action back I want the lug to contact the back of the stock,right. If I snug the screws I noticed I can move the action left and right, so I centered it in the forearm ,with the lug contacting in the back I believe the lug is contacting square. I then snug up the screws and then torqeing to spec whis is 65ip. Am I doing it right? Should I just bed the lug? The gun Is pillar beded in a synthetic stock, I appreciate your help.
I haven't shot it since.
