I wondered that when I saw the picture, and ran the calculations.

With a 2700 fps MV, and sea level inputs, terminal velocity should be just under 2200 fps.

If I got it right.

Correct. Bear was shot in thick brush (typical in this area). Guide gave hunter the option to take the shot knowing the conditions. They are certain bullet tumbled through the bear.
