Does anyone have any experience using once fired Lapua brass that has been used by the military? Will it size-down to fit in a standard 338 Lapua chamber?

If you have a standard spec chamber it will probably work. If you have a custom match chamber there is no way in hell it will size down enough to work well.
Even if it chambered but is tight you will eventually score up your chamber from the tight cases.
Better to start fresh with new cases. They are spendy but well worth it.
