usually it is easier to neck than down, but i just buy 260 brass so really i do not about this particular case

Necking down will work based upon personal experience. Others have said necking up works. I do not remember well, but there was something about a tapered expander ball for necking up. This question was asked a month or so ago so you can find that thread and see what people had to say.
