I am having the same problem with my Lee Collet die. It's for a 7mm-08, I am going to send mine back to Lee.

I had the best results with 78grains of Retumbo for the 168 Berger. How many grains of Retumbo are you using with the 180 Bergers? I'm going to try them next.
