I have both, I shoot 180 berger hybrid out of the seven at about 3070 fps.. It has awesome accuracy and it doesn't kick as much as my 300.. Although i shoot a brake on both.. Neither really kicks too much.. I have to say that when I go elk hunting I just feel more confident with my 300...
So the fun thing about doing the 33 would be you could shoot some heavies if you wanted, and then just for fun get some Hammers and let it scream with a light weight bullet.. I have ordered some hammer hunters and I am going to see how fast I can get those rockets going.

So, you have two guns that are pretty comparable to what you are looking at... 28 Nos - 7 Rem mag, 33 Nos and 338 win mag..
I own both a 28 Nosler and a 33... The 28 Nosler has the best ballistics for shooting farther distance but the 33 Nos will shoot bigger bullets with good knockdown...
I agree that something seems very amiss with that velocity... Borescope that rifle and see if you have a carbon ring or something that is pressuring you up too soon.
