Sig Sauer 2000. Fast, and goes out to well beyond 1000 yards. I'm always hitting rocks etc out to 1700 yards plus on perfect days.

Barreled actions are $400 up. I've got a Savage 22-250 barreled action that nobody wanted for $450.

Athlon Scopes, Millett, SWFA, Primary Arms are good scopes. All in the $4-450 range.

The OP should just buy a Thompson Encore frame and he can do whatever caliber he wants. Tons of options and some excellent builders. Bellm is one in Oregon.
