Yes the base is on the correct way. I have used the laser and looked down the bore but only inside my house. They both seem to line up at close range. Maybe that is my problem, i am at a very close distance. I will bring it to the range and see what i can do with it. Thanks for all the tips...

I can get it where i want it with three plastic shims... I am afraid to tighten everything in fear i will put too much pressure on my scope. What do you think? I feel like something is really wrong if i am having this problem even after using a 20 MOA base.
