My plan is to do away with the STAK - just to many steps in the brass forming for me and we have never been able to achieve the velocities we hoped for without ruining our brass in a few firings.
My original question pertained only to the 7 Dakota - seems the way to go for me.
I had my smith build a 338 imp Lapua on a chrome moly 700 action using a PTG bolt w/m-16 extractor. I am using 98 gr of retumbo in a 29 inch barrell. The chrony reads 2900 roughly, but drop tables and a bc of .771 on the 300 SMK gets me at 2850 fps for my drops.

+1 on what Broz says - my 338 imp Lapua w/ 300SMK and 98 gr Retumbo gets 2925 on Chrony, but 2850 works with exbal on 29in barrel. Haven't tried for more, wanted to stay under pressure as it is built on a700 action.

Are there any 7mm cartridges/cases that seem less likely to form doughnuts? Have been told the Norma cases are more apt to and wildcat cartridges do as well from the necking down/up.

I got a large cow elk at 746yds 300smk @2900fps in 338impLapua.
