Here's a few options that I think would work well for you.
Zeiss Terra Rifle Scope 4-12x 50mm Matte
Nikon PROSTAFF 5 Rifle Scope 3.5-14x 50mm Side Focus XR Custom Turret
This Vortex Viper HS-LR scope has an exposed elevation turret for doping your range. I personally would pick this one. It's only about $50 more than what you were wanting to spend.

I also have a 7 mm rem mag in a mauser 3000, I did not want to spend over 500.00. I bought a Nikon Monarch 6-24x50 sf, bdc from ebay used, it came with the orginal box, all instructions extended turrits for 450.00 in like new condition, to my door. I decided on nikon monarch because I have a set of Nikon Monarch binos for bird watching and that is the go to set of binos at a moderate price for bird watchers and the glass is excellent, as I have compared them with other high price ones and they are the best buy for the buck out there.
I just got to the club to shoot Saturday and used the scope and I was by far very happy with the crispness of the glass and the entire scope, also has 1/8 " clicks

both Nikon and vortex are great for the money. For the ranges your talking about I wouldn't waste money on turrets. a simple mil-dot or BDC reticle will do all you need. If you think that you will want to push it to say 7-800 yards the turrets are very nice. In that case I would spend the extra doe and get a vortex... and a little more yet for a PST. 2.5-10 is all you need for 800 yards.

My 7 mag wears a Nikon monarch 4-16x50sf. Fantastic scope. Power range is great for the 600-800 yard range of a 7 mag.

Vortex. I got a low end swarovski ($800) and replaced it with a $400 Vortex. Better glass. Hard to believe, but the Euro brand scopes are getting a run for their money. On the very high end i think euro may be better, but on the mid to low end they are very crappy. Compared to nikon? i can only talk about bins there and Nikons were a nightmare. went back 3 times and still bad. Vortex has an awesome warranty too. No fault.

You really can't beat Vortex's warranty. Zeiss has excellent customer service and warranty, too.
Personally if I were going with a Zeiss, I would go with a Conquest series scope instead of the Terra series, but that's just me. I love both of my Conquests. They are incredibly clear and precise.

Nikon's PROSTAFF 5 iscurrently under a Promo right now, only 3 more days.The promo will give you $ off at check out and it is a heck of a scope. For your 7mm Mag I would look at the 4.5-14 x50 BDC reticle. The BDC lets you use Nikon's Spot On Ballistic Program to dial in your long range shots. Enter your Cal,scope and ammo and you are good to go. I'm sure you'll look at a 200 yard zero with that magnum rifle too. I had a Browning A-bolt in 7mm. mag with a old MONARCH 2.5-10 on it and used that scope to shoot to 500 yards so the 4-5-14 should work great getting you accurately to 400. I use a 4.5-14 on my .223 Coyote Rig, so far Bart 5, Coyotes 0.

Not to thread highjack but I have the same dilemma as the OP, BUT I want to take my 7 mag out to 1,000. Will the 1 inch tube nikon prostaff 5 do 1,000 with the 7 mag? I love nikon products but three of my nikon scopes are for rifles dedicated to 400 yards and under. Is the 30mm vortex that much better as far as internal adjustments? Thanks for your help.

Unfortunately the 1 inch tube of the Nikon PROSTAFF 5 does not have the internal adjustment to get you out to 1000 yards. Adding a 20 MOA base will help and may just do the trick, but my guess is at 1000 yards you will want more then 14X magnification?
I currently have the 1/4 MOA version on my 7mm RM.
Go with a Vortex HS series 4x16x42. It's prefect for that range both distance and price. Look for discounts on websites and you can get them for a good price. I have one on my .243 and can pop little ground squirrels at 500 yards and still seem them well.
A 7mm is capable of much farther distances so consider matching any future needs with the scope power. Would recommend larger than 16x for 800 yards etc. However, if price is a major restriction, a 16x will do the job.
