So Im told it is a Hart, however but this marking is odd


Any thoughts

It could be an old CZ , Česká zbrojovka marking . A barrel does not necessarily identify an action and vicer versa .
Need photos of the whole gun . The recoil lug and front screw position looks ala Mod 70 Winchester .
From the marks on the barrel I would say it has been removed and replaced by an amature.

My bad, it is a win model 70 pre 64, the ID was for the barrel. It looks alot like a hart barrel but I am trying to determine if it is true. It appears to be an older barrel, Seems trued to the action and doesn't look botched IMO
 
From the collet clamping scratch marks I would say it has been at least fitted by someone not so skilled in gunsmithing. However the threading and chambering might be ok , it's impossible to say.
Rifling profile might tell you something if it's not too worn . Hart barrels were button rifled.
 
The cartouche is definitely not a Hart marking.

Early on when most companies did not have good luck with making Stainless barrels they used
Hart barrels that were marked with a heart shaped cartouche.

But if a gunsmith installed it It could be a Hart with his proof mark.

If it was factory installed it will have proof marks and the factory logo on it.
