Great base rifle

What is a good rifle that can be had for less than $500? After the initial purchase I plan on adding and changing things on it to take it from a good rifle to a great rifle. Shots up to 1k yards would be cool and I do have a place to go to take shots of that distance. For now I want to get proficient with 500-600 yard shots.

What would you recommend for a basic rifle for less than $500 that could be upgraded later? This does not include optics, I have additional money for that.

cheapo rifle with a good donor action

Savage/stevens, or a Howa
If you can get ahold of a Savage chambered in a short mag or ultra mag you'll get a large shank action and from there it's up to your imagination anything from 17rem to 458 I believe, all the parts are readily available to create what ever you want, or you can just buy the action for $285 without the accutrigger gun)

I found a used Savage 10 FP .308 the other day for $400.00. No optics. It followed me home. It really looks like the previous owner put 1-2 boxes of ammo through it and that's it.
