Some questions which might help you decide.
What maximum range to you want to shoot?
Are you more interested in first shot accuracy or group size?
What energy or momentum do you need to deliver to the target?

Rank these as being most likey to limit your accuracy. Where should you direct your money, time, and effort? The order is less impotant than thinking about error size from each item.

The ballistics of the cartridge and bullet you choose.
Velocity variation of the ammo you use.
The rifle's inherent accuracy (100 yard groups)
Your ability to aim and fire the rifle ( hold, trigger, breathing)
Your ability to calculate the trajectory (first shot accuracy only)
Your ability to estimate wind deflection. (absolute and shot to shot)
Scope performance.
Your budget for the rifle, scope, and ammo.

Is a 338 Lapua the best choice to accomplish what you want?

wanted it to group and have a consistent cold bore shot. i wanted to buy a 338 LM in the first place but i couldn't afford to shoot it at the time. now that i have an efficient reloader i can afford to shoot the 338 LM. i wanted a chey tac, but for 12K couldnt do it. i hear good things about the savage

Why the 338 Lapua? I think people like to get a lapua because they like the prestige of saying the word Lapua. I have a 338 Rem Ultra Mag and it will do anything the lapua will do with brass at half the cost.
I think if you want an accurate long range big bore rifle, I would find an action, a good aftermarket barrel and have it threaded and chambered and get the stock you want. It will outshoot any factory rifle for about the same price. Just the wait will be a little longer but it will be worth it.
My 338 started out as a factory rifle, but if I was going to do it again like I am doing for my 6.5/270 WSM build I would buy components and do exactly what you want. My 338 is a 1/3 MOA rifle.
Just my 3 cents.

Sometimes somebody is selling an action, or I have seen used rem 700s at gun shops or gun shows with beat up wood stocks and worn blued barrels in 7mm mag for 375.00. Just have to keep your eyes open.
For barrels I have a Broughton on my 338 Ultra mag, I have a Hart on a 7mm-300WBY. I have a McGowen on a 25-06 and I just bought a Krieger for a 6.5-270WSM build. For that Sportsmans warehouse was selling Rem 700's in 7mm-08 for 319 bucks and I bought one and sold the barrel for 50 bucks and the stock for 40. That is the action I am going to use.
If you want a barrel right now Brunos always has Krieger barrels in stock, that is where I got mine.
I have 3 Bobby Hart LRT stocks that I got from stockys stocks and I really like them. One of those is going on my 6.5 short mag build.
I would check sround where you live to maybe find a local gunsmith with a good reputation that can chamber and thread your barrel without waiting month's.
