OCW problem

So, I was doing the math for doing Optimal charge weight for my first load attempt, and for the first step, loading a round with a charge 7-10% below max charge gives me a charge below the minimum charge I figured for my bullet. the minumum I calculated was 95% of the max load.

Here is the info I am using.

Hornady A-Max Bullets, Hodgdon CFE 223 powder. I called Hodgdon for advice on starting loads, since there is no info out there for this bullet/powder combination. They told me to take the load numbers from 175 and 180gr bullets on their web site and split the difference. I got a min charge of 44.2gr and a MAX charge of 46.3gr. For wtep 1 of OCW I took the 46.3 and multiplied by .93 and got 43.059 for the first load, which is below the MIN suggested powder load.

I guess I'm looking for some advice on how I could work this so I'm not going below the MIN suggested powder charge and still be able to do OCW to some extent.
 
that 7% drop is just approximate, you don't ever want to start below recommended starting charges...

Just go from the starting charge Hodgdon recommended and move upward from there.
