Termianl ballistics help needed bad!

A few years ago there was a Dr who did a study on terminal ballistics for .308 rounds for Law Enforcment. I recall at the end of the study he indicated for LE use the Hornady 155 A-Max was the best choice. For some reason i want to say it was Dr. Fackler. Am i right? I have to prepare for an Lt exam and talk about an issue i found and fixed and based on his study i switched the ammo in our sniper unit. Any info would be greatly appreciated ...test is Wed. thnx

He was a battle field surgeon and did many studies on wounding from bullets.
