best edge actions

If you can find a Rem700 go with that as you will already have the bottom metal. Otherwise a Stiller Predator magbolt face would be good. Might concider a singleshot also.
 
I would use a 9 lug Weatherby MK V in .300 Wby or .340 Wby. The factory mag box will handle a 3.8" C.O.A.L. You can find a donor rifle that will have everything you need, except maybe a better trigger, for less money than a custom action by itself with no trigger, mag box, follower or bottom metal.

The rifle will still be a custom no matter which action you choose.

I agree with Specweldtom, I have done about as many 338-300 ultramags as anybody and the best action by far and away for this cartridge is the Mk 5 wby. It is a natural for this cartridge. It will feed better and shoot better than anything. The best ones I did were on the mk 5. It requires no modifications.
 
If you are going to go with a custom action I would build a 338 Lapua and maybe go the improved route. If it were me I would probably not go the improved route, but after shooting Lapua brass in another rifle I own I love it.
 
I built a rifle on a Rem 700 action; and I now have around $2,000 invested in the gun and it doesn't shoot nearly as well as my other custom guns with Hall and Nesika actions. Until you pay for all the work needed on a Rem, you can buy a custom action cheaper. Top of the line is BAT, but the Stiller, Kelby, Lawton and others are just as good.
 
Hands down Surgeon Action. Personally I would go with the XL because it has an integral 30 MOA Picatinny rail and integral recoil lug. Both features make the action stiffer and more accurate. Single shot or repeater you can't go wrong with a Surgeon. Then again, I may be a little partial.
