Yes, it's the same powder except the sc is a shorter cut. I switched over from H4831 to H4831sc several years ago mainly because sc was more readily available. I actually prefer the sc because it meters better.
Yes-----However, with the SC you will get greater density in the case so even though it may be smaller or larger in some scenarios you will have different velocities all things being equal in most cases. In my match rifles as well a my sporter the 6.5 284 likes the long cut better.
