I suppose most importantly is that it weigh less than 17 pounds.
I believe a 3" wide forearm is most common but is not limited to 3".
The bottom of the buttstock is normally parallel with the bottom of the forearm.
From what I've seen I think a 30" barrel is most common.
Barrel twist for High BC bullets.
Muzzle brakes are pretty common.

Those are the main points that I think of right now.
