Let me reinterate, it has always been free, but you would have to pay a trespass fee most places. They used to only issue tags to the landowners but if all goes well, it will be like the deer tags, any residents can get them.

    ??? Soo. Your telling me it's going to be free for texans to hunt lopes in Wyoming? But residents will be paying for tags?? Where are you getting your info sir?
