I've hunted Region R twice in the past and have a friend that has hunted it almost every year for about 25 years. It's a great area with some really good bucks, both whitetail and mule deer. I killed a 145 in. whitetail just outside the Shell city limits in 2006. Deer were everywhere in the low country that year because it had snowed about 18" in the high country 2 weeks before season opened. In 4 days of hunting I saw over 50 different mule deer bucks, just nothing that I wanted to shoot, so when that big whitetail stepped out I took him. We had five hunters in camp and all five got bucks. The next year we were there it was a total 180 degree turn. There was no snow up high and the deer were dug into the roughest thickest drainages they could find at around 8500 feet. The locals weren't even killing deer that year. We finally managed to get 2 small bucks down in the badlands just north of Shell. If it snows about 12- 18 inches up top before season you'll have a great chance at seeing lots of deer and having a pretty easy hunt. If it dosen't snow you're gonna have to work your butt off in the high country. In the badlands if it snows try the area around Horse Creek rd just north of Shell. Try the areas around Pump station rd and Forest Service rd #17 off HWY 14 for the high country. I can't wait to get back out there myself. I hope this helps. Good luck.
