300 rum and primers

Hey I ran into a problem today testing some loads. I have been loading my 185 bergers over h1000 with federal 215. I bought 1000 215m thinking it would have less deviation from what I have read. My groups opened from .252 to 1.1-.90 loaded the exact same. I even worked -.1, -.2,.1 higher, .2 higher in the powder as well as my typical load. Why was there so much difference.
