Summary of 2013 legislation
Following is a summary of the 2013 legislation:
· Bans the sale, transfer, importation, or manufacturing of:
o 120 specifically-named firearms
o Certain other semiautomatic rifles, handguns, shotguns that can accept a detachable magazine and have one military characteristic
o Semiautomatic rifles and handguns with a fixed magazine that can accept more than 10 rounds
· Strengthens the 1994 Assault Weapons Ban and various state bans by:
o Moving from a 2-characteristic test to a 1-characteristic test
o Eliminating the easy-to-remove bayonet mounts and flash suppressors from the characteristics test
o Banning firearms with “thumbhole stocks” and “bullet buttons” to address attempts to “work around” prior bans
· Bans large-capacity ammunition feeding devices capable of accepting more than 10 rounds.
· Protects legitimate hunters and the rights of existing gun owners by:
o Grandfathering weapons legally possessed on the date of enactment
o Exempting over 900 specifically-named weapons used for hunting or sporting purposes and
o Exempting antique, manually-operated, and permanently disabled weapons
· Requires that grandfathered weapons be registered under the National Firearms Act, to include:
o Background check of owner and any transferee;
o Type and serial number of the firearm;
o Positive identification, including photograph and fingerprint;
o Certification from local law enforcement of identity and that possession would not violate State or local law; and
o Dedicated funding for ATF to implement registration

I hadn't read it until now. I heard about it.

Interestingly, Ms. Feinstein is a Concealed Carry Permit Holder and in the past has made public statements to the effect the she'd shoot to kill and intruder in her home or anyone assalting her family....

What a flip-flopper. Typical politician.

If I read it correctly, it basically says that as owners of sporting firearms (for the most part), we have to submit to fingerprinting by local LE, photograph each firearm with serial number and submit each to some sort of taxpayer funded database that would basically record the whereabouts so when (not if, but when) all firearms are declared illegal, they (government) can come and confiscate them without much trouble.....

Not just that, if you wanted to go hunting in the next state over, you would first have to obtain permission from the BATF to cross state line with your firearm.

Also, if you wanted to leave your firearm to your son or daughter or spouse (when you pass on), it would be illegal.

Does it not bother anyone that all across the news where there's a televised debate, that their always keying in on both sides to deaths? Just one time I would love to here LaPiere (or who ever) say "because the 2nd says so! This is what it says in black and white, this is what it means", hell bring out some quotes by the founding fathers "THIS IS WHAT THEY INTENDED".

Time after time, in debates, in court, in the news papers. They made their intentions crystal clear. They made it clear what the constitution meant and what it was supposed to stand for.

Is it so damned hard to say "Because it says so right here, in the very foundation of our country"? Because attacks on any part of the Constitution, that lead to weakening of the Constitution in any manner is, not only wrong, but borderline treason.

How many times has this topic been brought up in congress and brought to the supreme court to be upheld as "It means what it says"?

Keep in mind the animals we shoot for food and display are not bullet proof. Contrary to popular belief, they bleed and die just like they did a hundred years ago. Being competent with a given rifle is far more important than impressive ballistics and poor shootability. High velocity misses never put a steak in the freezer.

Sadly, this is about 'taking a crisis (real or imagined) and using it to it's best advantage....

It don't matter (to the current crop of politicians) if, in fact, the Constitution is compromised or not. It's about the 'crisis. and the 'moment'.

As of late, the Constitution has been construed in may ways, some much less than palitable.

I suspect this will be another Supreme Court decision but in the meantime, if it passes, we all suffer because of the sport we all enjoy.

Joe, very well stated. I am getting sick and tired telling people (who ask me questions because I am a "gun guy") that the 2nd amendment has NOTHING to do with hunting. They keep saying that you only need guns to hunt and they should only have 3 shots, blah, blah, blah. I keep a copy of the constitution right on the counter of our store and show them in PRINT what it says.
