Win 70 LA feeding problem

I have a friends mod 70 30-06 which after the first round is chambered and extracted it allow 2 shells to pop up to try and feed. Any ideas of what to look for and how to correct this. Doesn't seem to matter what ammo is used.

Make shur the mag box sides are straight and fit out tightly in the bottom of the action. It sounds like one side is bent in
