Looking to bush a 700 bolt

I'd like to have my bolt bushed and action reamed. I'm Looking for a good smith in PA. Correct me if I'm wrong but if I have it done out of state I'll have to do the ffl thing. Any advice appreciated.

It's your action. You can send it out and returned directly back to you. No FFL needed. Although the recipient doing the work must have one.
