22-250 Mauser 98

I acquired a rifle off a guy wanting to get rid of it before a divorce. From what I can tell it is a mauser 98 with Turkish markings. The year is rubbed off. The project is a 22-250. It has a bull barrel and a Boyds’ thumb hole stock.

One of the problems, I am having is that the stock fits me comfortably but I cannot see out of the scope without straining my neck. I have taped off where my head feels good (rear piece of tape) and where I can see when the scope is mounted properly ( front piece of tape). I cannot adjust the scope anymore. Is there a different way to mount the scope? The picture is where the scope looks the best when my head is comfortable. Or do I need to modify the stock?

The other problem I am having is with loading the ammunition. It does not feed reliably. I think that I may need to carve out the feed ramps. Does anyone have any experience with this?

Any help would be greatly appreciated.
