If he's getting 2,600fps, he's shooting smokeless I'd bet.

A 5" group at 500yds is very respectable. Not like the Ultimate but, VERY respectable!

1 MOA or less, usually less.
As far as cost I am sure I have less than $2K in it all up, with custom full form dies, pacnor barrel, B&C stock, old style Rem trigger, picas tiny rail, rings.
Smokeless powder build.

Do you have any contact info? I googled the place and didnt find anything, and Ive never heard of the place.
What kind of load are you shooting specifically type of bullet?

I shoot buckhorn 209 in my acura no problems. I use reg 209 primers. I would get a savege smokeless and convertto 45cal. That's what im doing
