remington handgun

So which action would be the best to build a handgun off of?
I want to build a 20 Vartag with a 18.5' barrel with a rear pistol grip.

The xp-100 is a hard find up here in Canada and I would have to go through the process of getting it de-registered as a pistol and registered as a rifle which is near impossible. That is why I want a 18.5" barrel and a gun that is over 23" in total length, it is then considered a rifle and if it starts out as a rifle action I don't have to go through all the registration problems.

The old XP-100 (singleshot action) specialty handgun is currently being made as a rifle by Remington - XR-100 and it is still a single-shot action.

6mm shooter,
In the US it would be illegal to use a rifle action and convert it into a handgun unless you went through some expense to get it changed/re-registered (forgot the correct terminology).

Can't you buy a BAT action or one of the other makes and have them register it as a pistol action?
