Assuming it's for counteracting torque, but that's just a WAG really.

Correct...
This rig will weigh in around 45 pounds with the 7mm , 9 twist , 20" 1.450 barrel .Shooting the 160 /180 class bullets in IBS 1000 yd Matchs .
