I'm with the consensus here that 4350 is one of the better choices for 165 grain pills and rl19 or rl22 for 180 grain bullets. I'd look at 4064, 4895 (either one), I 4320, aa 2700, big game (ramshot), 760-h414, I 4831, and a few other powders if you don't get what you want with 4350.
It's actually somewhat hard to go wrong with the '06 powder wise. You will want to full length or sb full length size as others have said as you're not using a bolt action.

Best accuracy with those bullet weights has been with 4064. Highest velocity has been with 4350. That's with equal max safe pressure. Most folks choose speed over accuracy which is why 4350 is usually the powder suggested.

My load for my 760 30/06 is 50 gr of varget using 165gr.TSX bullets.Good all around load. A lot of powders will work well with a /06.
