Is "Smartreloader" brand PM clone/copy of the Lee Perfect Powder measure?

As far as I can tell, it is EXACTLY the same, except that the plastic is orange, instead of red. Is this really possible, considering the existence of patent laws? Or is it a case where Lee has either licensed out the design, or actually builds the orange ones, for re-branding under a different name?
