Essentially brass necks will stretch only so much and then reach their elastic limit and holding ability. In my tests that has been .002" and others have said .015". IOW if you size a case neck down .002" or .005" and pull the bullets the necks will always return to .002" below caliber for ID on either one.
For that reason I like to size with a bushing or reduced Lee mandrel to .003" below just to get below that threshold and have a consistant grip.
There have been some excellent threads lately on this. I will search and try to find.
