Pressures of \"older\" vs \" modern\" cartridges

Why do the "newer" carts. (.204 Ruger, WSM's) use higher pressures (62K), while the older carts., (7Rem. Mag., etc.) are held to a much lower pressure limit? Couldn't you load the 7Rem.Mag. up to the same pressure?? (62-65K)
