Point of Impact Question with new brass

I am shooting a Savage Model 12BVSS in 243, 70g Nosler BT's.

I loaded new winchester brass which I had fully resized with the same load/bullet/OAL that I have been hunting with. At the range the new brass shot 2.25" right and .5" high at 100yds consistently (bad grouping, but consistent). My hunting loads are neck sized only and are tight in the chamber.

Is this unusual to find such a big shift in POI while fire forming new brass? I was all pissed cause I thought my new scope had shifted off zero, until I fired a couple of hunting rounds before I left the range.

Any thoughts would be appreciated.

I have seen this problem with my rifles like you mention, using new brass.

On new brass, there is more engery used to expand the brass to fit your chamber, so you will get less velocity. Then once your brass has been formed to your chamber the next loads will use less energy and so you will get higher velocity and more consistent groups.
