Weatherbys can be tricky to find pressure, but the best way was already mentioned, use your calipers to measure case head expansion right in front of the belt, don't let it get more than .006" bigger than factory spec. 75grns of H4831sc shouldn't be hot under a 220, but I don't know your chamber dimensions or OAL, but I have went up as far as 75.5grns of Imr4350 under a 208 while chasing thhe throat in and Imr4350 is way faster than 4831sc. Flattened primers in a wby is no big deal case design allows this to happen even when they are not maxed out, and your primers look fine, they're not really even flat. Also for accuracy and low ES with the 3 powders you listed I would back down to CCI BR2, Fed210m, or WLR primers, no need for 215s with those loads.
