Face of the action yes, but the bolt face is not trued and lugs do not appear to be lapped.

Rifle is back up for sale minus the HS stock. It now sits in an SPS stock. I took it out the other day and put few rounds down the tube and it still shot a little over 1/2 moa group at 200 yds with the plastic stock.
