Windage question

I have a simple question about windage. Say I am shooting at 400 yards, and my chart says I need 1.5 MOA of adjustment for a 5 MPH wind. What if the wind is at 15 MPH? Do I use 4.5 MOA adjustment? I guess I am asking if the necessairy wind adjustment increases at a steady rate, like a 1mph wind moves the bullet a certain distance, then a 10 mph wind will move it ten times as much?

I ran the sample 30-06 from Exbal and this is what I came up with. Wind from 3 o'clock.

400yds - 5mph = 1.5moa(6.2")......15mph = 4.5moa(18.5)
600yds - 5mph = 2.5moa(15)......15mph = 7.25moa(44.9")
1000yds - 5mph = 4.75moa(48.5").....15mph = 14moa(145.5")

So it looks like the answer is yes, real close.
