starting a gun club

what do I need to know about starting a gun club in arkansas. I know nothing ,but I have been in a few clubs and now I feel I should try to start 1. I moved to ne arkansas and could not find a club / range in my area. then I found there was a range along time ago so I went and looked at it today and it is still there but over grown and trash dumped on it. I had talked to some locals and the gun shops and I was surprised they did knot know it existed but the cops do they use it. so being new to the town,state and country. I need some guidance on what to do.
I have two hobbies. Shooting and reloading. The more I do of one the more I can do of the other.
