Picatinny 1913 Rail For Montana Action

I just purchased an IOR 6-24X50 scope. This will go on my Montana Action 300 ultra mag. I have not been able to find a one piece 1913 Picatinny rail that has a built in 20 or 25 MOA drop. I read somewhere that a Model 70 base would work. Anybody have any words of wisdom?

The hole spacing is different from the MRC to the Winchesters.
Ken Farrel make a 1913 rail for the MRC actions that can be ordered flat or plus 20moa
