Highpower Rifle book by David Tubbs, how is it?

Anybody read the Highpower Rifle book by David Tubbs?

I was thinking about picking it up. I was wondering if it was strictly focussed on the competitive sport, or if techniques etc. would be relevant to all LR shooters?
