It'll never pass, but it is a sign of which way PA is going politically - I lived there for 5 years in the 70's and I think it has been taken over by the city folks.

New York State should cut NYC loose and PA should cut Philadelphia loose. Two examples of where one city runs the whole state.

Illinois (State of Chicago) is the another huge example of this......downstate doesn't even exist!
