Canadian Buying a State Hunting License

I was hoping the reader's of this forum could help me.

It has become impossible to get bullets from the US into Canada. According to the ATF I could legally buy ammunition in the States (which also means bullets and brass) if I had a State hunting license. My question is how would I go about getting some kind of hunting license in say Montana?

The next thing I would have to do is get a box number in Montana so that I could have the bullets and brass delivered there and then come down to pick them up. Any suggestions?
