Bozarth & Spurrier Ammo Service???

I have a small box with what looks like copper cups in it. They are approx. 1/2" long by about 3/8" diameter. The box has Bozarth and Spurrier Ammo Service stamped on it.

Does anyone have a clue what they might be and what they are for?
