Winchester 1894 Pre-64, Stiff action

Does anyone know a good way to smooth the action of a winchester 94 pre-64 (1951)? It is extremely stiff. Is this normal?

Looks to be in good shape, maybe not alot of use...If I spend a couple of evenings cycling it, will it help?
