Sinker EDM will work for this but not as acurate as Wire EDM. Sinker type leaves a rougher finish. Wire looks like its been polished. I have lots of experience with both types in building custom actions. Wire is the best, most costly too! Most actions are broach cut. It would be an enginering nightmare to get the locking lug abutments cut from the rear of the action, all sounds interesting. We went to the moon!

Could the sinker edm cut most of the chamber and precision abrasives take it from there?

How about around a corner, could the lug recesses be machined in from the ejection port or magazine cutout? would all concentricity be lost there? Worst come to worst, these recesses could be scraped out, a tiny bit at a time with a right angle scraper, but even robotically controlled, this would take a LOT of freaking time to get it done precisely!
