Well, the Win M70 has a square bottom on the receiver unlike the Rem 700 which is tubular in shape. This square shape of the Win M70 does resist receiver flexing to a higher degree then a Rem 700.
But, the barrel shank is also smaller in diameter, 1" compared to 1 1/16" so its a trade off in my opinion. Generally smaller diameter barrel shanks are used on the Win M70 as well. This is where most of the barrel stiffness comes from, the barrel shank. The smaller the shank, you know what!!
Bedding wise, its much easier to bed a Rem 800 and get perfect results. Not hard with a Win 70 but no where near as easy as with a Rem 700.
I would say there would be very little difference between the two receivers as to which would be able to use a heavy long barrel. I would hold the same limits for the Win 70 as I do for the Rem 700.
