Johnnyracer I had a winchester 243 that wouldn't group, So I bedded and floated the barrel, Still wouldn't group. put a pressure point in tip of forearm,and lightened trigger and shot a ragged hole after that. shot groundhogs at 500yds on regular basis. So there are a few things you can tweak on before you have to take a trip to gunsmith

You can try bedding and preasure pointing it to help but I'll wager the barrel is the culpret and if you are looking to get under MOA with it swap the barrel out.
My favorite Ruger is a VT in 223 but had a VLE in 308 that was about as disapointing as a Mini14:(

my dad and i have had several rugers. all have shot terrible out of the box. after we add a timney trigger and free float the barrel they all shoot under 1/2 moa or better with handloads.
