Both Trebark and RDM416 are right... If you have a bluetooth Kestrel, it will work with the Shooter app on an android phone.
However, it will not work on an iphone, because of the way Apple has the iphone's bluetooth set. They have them locked down so that iphones will only communicate with certain devices, and a kestrel is not one of them.
I have an iphone 3gs and a bluetooth kestrel 4500. Couldn't get them to "pair". I even emailed Sean (the developer of Shooter). He basically said, its not going to happen until apple pulls the stick out of their ass, and quits locking down their products (my words, not his).
